Identity Continuity for DDIL Environments

The Department of Defense (DOD) has multiple requirements to operate in a Disconnected, Denied, Intermittent and/or Limited Bandwidth (DDIL) environment. DOD units may deliberately choose to operate in these environments, but they also operate in these environments due to equipment failure, outages, or hostile action.
